Filing to issuance: how long a DOB permit takes
For permits issued in Q3 2026, the median gap between the filing date and the issuance date was 0 days (mean 30.4 days, across 1,617 permits with both dates). Negative or missing gaps are excluded. The median is the number to plan around: half of permits issue within it. A median of zero means more than half of these permits were issued on the day they were filed, which is normal for BIS renewals and professionally certified work; the mean shows how long the rest take.
What the quarter means for each trade
The counts above are the raw material for a lead feed. Read by trade, they say roughly how many accounts in New York produced a buying signal of each kind this quarter.
- New buildings and alterations. 39,225 new-building and alteration job filings this quarter. Every one of them ends with a building that needs access control and cameras, a fire alarm and sprinkler sign-off, a post-construction clean and an electrical fit-out: security, fire protection, commercial cleaning, electrical.
- HPD class C violations. 59,085 immediately hazardous violations opened, most of them heat, hot water and gas. The owner has a short correction window and a contractor to find: HVAC, plumbing.
- Certificates of occupancy. 3,868 certificates issued. A CO means tenants move in within weeks, and the building goes from a site to an operating property that needs guarding and cleaning on a contract: security, commercial cleaning.
- Deeds. 15,789 deeds recorded. A new owner reviews every vendor in the first ninety days and usually inherits a roof and a facade with deferred work: property management, roofing, masonry.
- Demolition. 680 full demolition job filings. Each one is a site that needs containers and hauling before anything else happens: waste removal.
- Mechanical, boiler and sprinkler permits. 128 permits with an MH, BL or SP work type. These name the system going in, and the contractor who installs it is rarely the one who services it afterwards: HVAC, fire protection.
Method and sources
Each series is one SoQL query against one dataset on NYC Open Data, grouped by calendar month of the date field (and by the category field where there is one), run once for Q3 2026 and once for Q3 2025. Blank categories are shown as "Not stated". The lag figure reads every permit issued in the quarter with both dates and takes the median and mean of issuance minus filing, in days.

NYC filing index: questions
How many building permits does NYC issue in a quarter?
Two numbers answer it. In Q3 2026 (July to September 2026) 40,593 job applications were filed in DOB NOW, which is where most new work now files. The DOB Permit Issuance dataset, which covers the older BIS permit system, records 1,617 permits issued in the same quarter, against 2,279 in Q3 2025 (-29.0%). The BIS figure is the smaller one because a job filing precedes its permits and most new work files through DOB NOW.
Where does this data come from?
Five datasets on NYC Open Data, read through the Socrata API: DOB Permit Issuance (ipu4-2q9a), DOB NOW: Build, Job Application Filings (w9ak-ipjd), Housing Maintenance Code Violations (HPD) (wvxf-dwi5), DOB NOW: Certificate of Occupancy (pkdm-hqz6), ACRIS Real Property Master (bnx9-e6tj). The queries are listed under "Method and sources" above, so anyone can rerun them.
How often is the NYC filing index updated?
Quarterly, on this page, from the same queries.
