Occupancy record

Certificate of occupancy leads

A certificate of occupancy is the last record in a construction project and the first record of an operating building. It is issued once, it is public, and on that day the building has a use, an owner, and an empty vendor list.

In short

A certificate of occupancy is public record and marks the day a new or converted building goes operational with no vendors yet. We read new COs daily, match each to the owner or operator, and send you the ones that fit what you do, with a verified decision-maker.

  • Issued once per building or major change of use
  • Public record with the address, use group and date
  • Every recurring service contract is unassigned on the day it issues
  • FieldClients reads this record in your area every day and sends the leads: $800 to $2,000 a month by area size

What the record is

A certificate of occupancy states that a building, or a changed part of it, complies with the code for its approved use and may be occupied. New buildings receive one at completion; conversions receive one when the use changes, office to residential for example. A temporary CO lets occupancy begin while final items are closed out, and is itself a public record.

The record carries the address, the use and occupancy classification, the number of dwelling units or the occupant load, and the issue date. It is published by the buildings department, in large cities on the open-data portal alongside job filings and permits.

The CO does not name the operator's facilities lead or the owner's asset manager. Matching the address to the owner entity or operating company, then to the person who awards service contracts, turns the record into a lead.

Where it is published

  • Buildings department open data. NYC DOB certificates of occupancy on NYC Open Data; the equivalent datasets in other cities that publish occupancy approvals.
  • Job filings and final inspections. Where a city publishes the sign-off that precedes the CO, the lead arrives a few weeks earlier.
  • Hotel and operator registrations. Hotel licences and operator registrations that coincide with opening, published by the licensing authority.

Timing: when to reach out

Two windows. The temporary CO or final inspection is the early one: the operator is staffing up and signing vendors. The final CO is the confirmation. For conversions, the change-of-use filing that precedes the CO gives weeks of notice. Reach out in the week the record issues; by the second month the first contracts are signed.

Certificate of occupancy leads: questions

Is a certificate of occupancy public record?

Yes. It is issued by the buildings department and, in cities with an open-data portal, published alongside permits and job filings with the address, the use classification and the issue date. Temporary certificates are public as well.

Why is a new CO a good lead for security and cleaning companies?

Because it marks the day a building has occupants, systems and no vendors. Guard coverage, cameras, access control and cleaning are all needed from opening day, and the operator is choosing suppliers in the weeks around the CO. It is one of the few records that predicts a recurring contract rather than a one-off job.

Who is the decision-maker on a CO lead?

For a commercial building, the owner's asset manager or the operating company's facilities lead; for a hotel, the general manager or the operator's regional operations lead; for multifamily, the managing agent. FieldClients matches the address to that account and delivers a verified decision-maker email. Company phone where listed.
